Phyllis Craver Lykken is a freelance court reporter and agency owner from Yakima, Wash. She began her court reporting career in 1980. She holds the nationally recognized professional certification of Registered Professional Reporter (RPR) and is also a Fellow of the Academy of Professional Reporters (FAPR).

At the national level, Craver Lykken has served as a member and chair of NCRA’s STRONG Committee. She also has served on the Association’s Constitution & Bylaws and New Professionals committees, and on the National Congress of State Associations Governing Board. Additionally, she served as an NCRA Regional Representative and has presented at NCRA’s annual Conference & Expo, Stenopalooza event, and in a number of NCRA webinars.

At the state level, Craver Lykken has held most every position with the Washington Court Reporters Association (WCRA), including serving as president on three separate occasions individually and once as a co-president. She has been active legislatively within Washington relating to court reporting and notary bills, serving as chair and co-chair of WCRA’s legislative committee for many years. She once individually appeared before the Washington Supreme Court to brief a proposed rule amendment. She served as a co-author of Guidance on Video and Electronic Depositions for the Washington State Bar Association (WSBA) during the COVID-19 crisis and played an instrumental role with WSBA and the Supreme Court enacting an emergency order to allow for remote oath administration.
