NCRA promotes captioning quality standards

NCRA offered strong comments in favor of captioning standards in response to recent FCC proposed rulemaking. NCRA’s stance reaffirmed the Video Programming and Accessibility Advisory Committee’s (VPAAC) assertion that regulations related to closed captioning “should address caption completeness, placement, accuracy, and timing.” NCRA posited that captioning quality should be measured based on how well the captions “succeed in making the full meaning of that content accessible and understandable to persons who are deaf and hard–of-hearing.” The full text of NCRA’s letter to the FCC and the related press release are available online.
